This paper could not have been written without the extensive cooperation I received from the professional staffs of the Trade Unit of the Organization of American States and the Division of Integration, Trade, and Hemispheric Issues of the Inter-American Development Bank. In both cases, I was provided with considerable documentation and, more important, much time of key individuals. This enabled me to understand the dedication of those backstopping the hemispheric free-trade effort and their aspiration for its successful conclusion.

I also benefited immensely from conversations, sometimes quite extensive, with persons experienced in past and ongoing complex trade negotiations. Many of the ideas expressed in this paper stem from these discussions.
