Título: Toward International Cooperation in Education for the Integration of the Americas

Since the beginning of the new millennium and particularly in the past year, we have been witness to tragic events and have participated in monumental changes that have transformed the world as we know it. Ideas, priorities, mechanisms and concepts that were practiced, even as recently as last year, are now being reviewed and adapted to the new realities we face. Such challenges are reminders that global and regional contexts constantly fluctuate, and that we must formulate and implement new plans and policies that adjust and respond proactively to these changes in order to ensure the sustainable development of our Hemisphere.

As part of the ongoing process of modernization of the Organization of American States, in 2000 the Inter-American Agency for Cooperation and Development (IACD) was established within the framework of the Inter-American Council for Integral Development (CIDI) to promote new and more effective forms of cooperation between its member states and to enhance partnerships with the private sector and civil society. The IACD’s mission is to tap the considerable capabilities of the member and observer states of the OAS and forge new private/public-sector partnerships to help the people of the Americas overcome poverty, benefit from the digital revolution and advance their economic and social development.

The IACD utilizes various mechanisms to explore new and innovative ways to employ cooperative development projects among member countries. These methods include the creation of a special multilateral fund used to finance development projects based on the best practices in the region, using fellowships for the support of human resource development, encouraging the participation of the private sector in the IACD’s development projects, and bridging the digital divide by providing access to information and educational opportunities via the Internet and other information technology tools.

The study presented here forms part of the series entitled Trends for a Common Future, which explores the current state of cooperation in our region in the priority areas established by CIDI, including: social development and generation of productive employment; education; economic diversification and integration, trade liberalization and market access; scientific development, and exchange and transfer of technology; strengthening of democratic institutions; sustainable development of tourism; sustainable development and the environment; and culture. The studies present, among other things, historical backgrounds, current situations, sectoral analyses and challenges to be faced in this new millennium.

It should be pointed out that the studies included in this series reflect the points of view of many well-known personalities in the Hemisphere and, although they do not necessarily represent the opinion of the General Secretariat of the OAS or its member states, strive to serve as a starting point for encouraging dialogue and exchanging ideas on the topics presented.

The IACD supports initiatives such as those presented here, whose goals are to strengthen and expand the means of communication and cooperation among the nations of the Hemisphere, thus fostering the advancement of the peoples of the Hemisphere and encouraging a more equitable, prosperous and peaceful world.
