SUMMARY

At a recent Washington conference sponsored by the Inter-American Dialogue and the Inter-American Development Bank, some 100 business, governmental, nongovernmental, and university leaders argued that the shift toward open economies and democratic governance in Latin America and the Caribbean has sharply increased the need for fundamental educational reform. Participants concluded that education is crucial in reducing income disparities, promoting economic growth, and strengthening democracy; that educational quality should now take precedence over quantity; that fundamental institutional change will be necessary; and that governments will have to allocate greater political resources to educational reform if needed changes are to be made.
