* Rolland G. Paulston is professor of Administrative and Policy Studies at the University of Pittsburgh and past president of the Comparative and International Education Society. His current research maps the space of ideas in educational discourse. Martin Liebman is a doctoral student in the School of Education at the University of Pittsburgh. His dissertation research examines changing discourse styles in educational policy studies.
