The progressive redefinition of the ideal human being of the 21st century impacts all sectors of the educational systems in all countries of the Region. One definite change is reflected in the area of deaf education. In 1987, the National Association of the Deaf (United States) sent a series of recommendations to the Governmental Commission regarding the needs of the so-called “handicapped” population. There are four specific recommendations that establish the elements needed for a substantial and paradigmatic change in teacher training. At the same time, they recognize the language and culture of the deaf community as a framework of identification for the deaf person and as a source of change for the hearing person. The work examines the recommendations and analyzes the model of “traditional” services versus a vision that demystifies and normalizes the deaf person.
