The above problem of project establishment is not idiosyncratic to Research Country. Nor is it unique to the time period in which the problem surfaced. Establishment problems of this nature have been common in many parts of the Third World in varying degrees of complexity, and from one time period to another. The following scenario, gleaned from official project files kept by the Ministry of Education in Research Country, outlines the main events in efforts to achieve loan effectiveness for implementation of the above project in 1979.
