The need to explain the various dimensions and fundamental criteria that can be used to recognize quality in education is more than a theoretical problem; it is part of a professional commitment to give decision-makers the tools that will enable them to perform their mission. The framework presented in this paper is intended to explain the ideological and pedagogical options from which the decision-maker can choose when he or she attempts to improve the quality of education. After a careful explanation of the concept of quality in education, the paper examines two fundamental objectives: first, decisions designed to improve the quality of a specific educational system; second, evaluations of a concrete situation that will enable one to make decisions that will redirect and make adjustments to educational processes.
