Historical Perspective

The First Intergovernmental Conference on Environmental Education, sponsored by UNESCO-UNEP (Tbilisi 1977), had as one of its recommendations the promotion and development of curricula and the training of teachers by member states and inter-Governmental organizations. Since then, a number of Caribbean countries have participated in regional training activities initiated by UNESCO-UNEP International Environmental Education Programme (IEEP), as well as other initiatives sponsored by regional tertiary institutions and non-governmental organizations.

National education programs which are emerging are implemented to a large extent through the formal system at the secondary and tertiary levels, while regional (non-formal) programs are being influenced by voluntary associations, by non-governmental organizations, and by the region’s media. These embrace creative and non-traditional approaches designed to infuse a new ethic into the thinking which emphasizes the care of Mother Earth. Because of its regional focus and its unique membership structure—comprising as it does Governments, Non-Governmental Organizations, Regional Educational Institutions, and Individuals—the Caribbean Conservation Association (CCA), a leading NGO in the region, has played a significant role in the development of both formal and non-formal environmental education in the region. Other regional NGOs, such as JEMS in St. Vincent and the Grenadines, and international NGOs like RARE, have also made significant contributions.
