* Janet Welsh Brown is a Senior Associate at the World Resources Institute (WRI), a center for policy research on global resource and environmental issues, located in Washington, D.C. Dr. Browns publications include In the U.S. Interest: Resources, Growth, and Security in the Developing World and Global Environmental Politics. Arnoldo José Gabaldón, a Deputy to the Congress of the Republic of Venezuela and a Professor at Universidad Simon Bolivar in Caracas, was in the 1970s Venezuelas Minister of Public Works and Minister of the Environmentthe first environmental minister to be appointed in the Western Hemisphere. Both authors are members of the New World Dialogue on Environment and Development in the Western Hemisphere.
