This paper discusses the connection between educational reform and economic, political, and social trends and reform movements in Brazil. An argument is made that schools and the educational system are not isolated entities in the context of development. As such, educational reforms should be viewed in the context of a larger picture, namely in light of their interplay with economic, political, and social processes. The benefits and pitfalls of decentralization as a factor in the success of educational programs in Brazil are also discussed. Decentralization as a solution to educational inefficiency is viewed as essential by many, while rejected by others. Those in favor of decentralization argue for increased involvement of the municipal government at the primary school level. They assert that local level administrators are more aware of their students’ educational needs and demands and are therefore better able to respond to these needs. Meanwhile, those opposed to decentralization argue that the municipalities lack the managerial capacity and expertise to effect the necessary changes.
